Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract #25–045–14 with Rubicon Programs Incorporated, a non-profit
corporation, in an amount not to exceed $117,580, to provide support services for Contra
Costa County Health, Housing and Integrated Services Network (HHISN) clients, for the
period from July 1, 2011 through June 30, 2012.
FISCAL IMPACT:
This Contract is funded 100% federally funded by the Substance Abuse and Mental Health
Services Administration (SAMHSA) and the Department of Housing and Urban
Development (HUD). (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing vocational
rehabilitation, money management, and other homeless support services to County residents
that are homeless and have a diagnosis of mental illness or a dual-diagnosis of mental
illness and substance abuse.

BACKGROUND: (CONT'D)
approved Contract #25–045–13 with Rubicon Programs Incorporated, for the period from
July 1, 2010 through June 30, 2011, for the provision of support services for Contra Costa
County HHISN clients.
Approval of Contract #25–045–14 will allow the Contractor to continue providing services
through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County’s HHISN clients will not receive these homeless
program services.
