APPROVE and AUTHORIZE the Employment & Human Services Department director, or
designee, to submit an application to and accept funding from the Department of Health and
Human Services Administration for Children and Families in an amount not to exceed
$1,045,500 for Early Head Start expansion program during the term September 30, 2011
through March 31, 2012.
FISCAL IMPACT:
The County, as Grantee, is required to generate a 20% non-federal in-kind match not to
exceed $261,375; however, due to the short-term nature of this contract, the County will
request a waiver for this requirement. Waivers such as these have been approved by ACF in
similar situations. In cases where matches are required, the County match is achieved
through collaboration with State Child Development programs and the volunteer hours
accrued by Head Start parents and community partners.

Subject:2011/12 Early Head Start Expansion Program grant application
BACKGROUND:
Contra Costa County submits an application annually to U.S. Health and Human Services
Department, Administration for Children and Families as the Head Start grantee.
The original expansion program began in 2010 as a result of the "American Recovery and
Reinvestment Act (ARRA) of 2009", Public Law 111-5 signed by the President of the
United States on February 17, 2009 which provided additional funding for Early Head Start
programs nationwide. This funding ends on September 29, 2011.
The Administration for Children and Families has set aside $340 million to sustain
enrollment for a six month period for Head Start and Early Head Start program that
expanded services with funding made available under the American Recovery and
Reinvestment Act (ARRA). Programs are required to submit supplemental applications to
request this continued funding. The funding term is for a six month period beginning
September 30, 2011. The funding application is due to the Office of Head Start, in the
Administration for Children and Families division of the Department of Health & Human
Services on July 1, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, the expansion grant will not be submitted which will result in the loss of
170 childcare slots.
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department’s
Head Start program supports three of Contra Costa County’s community outcomes -
Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are
Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and
Nurturing.” These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, and health services to low-income children
throughout Contra Costa County.
