HomeMy WebLinkAboutMINUTES - 06212011 - C.43RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Amendment Agreements #28-764-7 (State #07-77307-000, B10, B11, B12, B13, B14, and B15) with the State Department of Mental Health, effective July 1, 2010, for the Mental Health Services Act (MHSA), with no change in the original term of July 1, 2004 through June 30, 2013, as follows: 1. Amendment Agreement (07-77307-000, B10), to increase the amount payable to County by $400,198 (for Workforce Education and Training FY 07/08 and Capital facilities FY 07/08), from $81,629,635 to a new total of $85,629,833, for fiscal year ending June 30, 2011; 2. Amendment Agreement (07-77307-000, B11, to increase the amount payable to County by $3,012,790 (for Prevention and Early Intervention Services for FY 08/09 and 09/10/) from $85629,833 to a new total of $88,642,623, for fiscal year ending June 30, 2011; 3. Amendment Agreement (07-77307-000, B13), to transfer unspent Community Services and Supports funds from FY 07/08 to the Prudent Reserve, resulting in no increase/decrease in funding; 5. Amendment Agreement (07-77307-000, B14), to increase the amount payable to County by $6,022,200 (for Technical Needs Project for FY’s 07/08 and 08/09), from $104,029,098 to a new total of $110,051,298, for fiscal year ending June 30, 2011; and 6. Amendment Agreement (07-77307-000, B15), to increase the amount payable to County by $5,128,825 (for FY 10/11 Community Services and Supports Services 25% funding, and from FY 10/11 Prevention and Early Intervention Services, 25% funding), from $110,051,298 to a new total of $115,180,123 for fiscal year ending June 30, 2011. FISCAL IMPACT: Approval of these amendments will result in an increase of $33,550,488 for a new total of funds in an amount not to exceed $115,180,123 from the California State Department of Mental Health through June 30, 2013, for the Mental Health Services Act (Proposition 63). No County match is required. BACKGROUND: On April 15, 2008, the Board of Supervisors approved Agreement #28-764-1 (as amended by subsequent Amendment Agreements #28-764-2 through #28-764-6, with the California State Department of Mental Health, to receive funding for the Mental Health Services Act program (MHSA), for the period from July 1, 2004 through June 30, 2013. The County programs monitor the progress of serving citizens' mental health needs. The population to be helped under the MHSA is defined as adults and older adults who have been diagnosed with or who may have a serious and persistent mental illness, and children and youth who may have been diagnosed with or who may have serious emotional disorders, and their families. Approval of Amendment Agreements #28-764-7 will allow the County to continue to receive funding for mental health services, including housing support, Workforce Education and Training, Prevention and Early Intervention services, Innovative services, and services to children, transition age youth, adults and older adults, through June 30, 2013. CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, the population to be helped under the MHSA grant funding will not be served. CHILDREN'S IMPACT STATEMENT: NOT APPLICABLE
