Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of County, Grant Award Agreement #28-824-1 with the State Office of Statewide Health
Planning and Development (OSHPD), to pay County an amount not to exceed $11,880 for
the Mental Health High School Health Academies Project in Contra Costa, for the period
from June 17, 2011 through June 18, 2012.
FISCAL IMPACT:
Approval of this Agreement will result in a total amount of $11,800 from the State Office of
Statewide Health Planning and Development to develop a mental health concentration in
high school health academies in Contra Costa, through June 18, 2012. No County funds are
required.
BACKGROUND:
In 2008, Contra Costa Mental Health (CCMH) conducted a workforce needs assessment and
through the stakeholder process that involved school personnel and other educators, this
group expressed interest in the development of mental health course work in existing high
school

BACKGROUND: (CONT'D)
health academies across the County. Based on the assessment, and various integrations of
health in high schools in the County, CCMH did not find a high school academy in all
regions that has a core mental health component, program, or curriculum. The goal of this
program is to create mental health career options for economically, educationally,
disadvantaged, and or under represented students as they pursue a career in health
professions and also to potentially increases the mental health workforces. On June 7, 2011,
the Board of Supervisors approved Grant Application #28-824 to allow County to apply for
funding to support the Mental Health High School Health Academies Project in Contra
Costa, for the period from June 1, 2011 through June 30, 2012.
Approval of Grant Award #28-824-1 will allow the County to receive funding to support the
Mental Health High School Health Academies Project in Contra Costa through June 18,
2012, including agreeing to indemnify and hold harmless the State for claims arising out of
County’s performance under this Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the County will not receive funding to support the Mental
Health High School Health Academies Project in Contra Costa.
