APPROVE and AUTHORIZE the Clerk-Recorder, or designee, to execute a contract with
Runbeck Election Services, Inc. for an amount not to exceed $600,000 to purchase Sentio
Ballot Printing System equipment, services and support for the period July 1, 2011 through
June 30, 2015.
FISCAL IMPACT:
The $219,381 equipment purchase will be funded with unanticipated revenues from the
State for reimbursement of costs associated with the May 19, 2009 special statewide
election. The remaining contract amount is for the cost of ballot stock, toner, printing
consumables, staff support and maintenance. The costs for services and support are general
fund expenditures. A cost savings of approximately $120,000 is anticipated over the term of
the contract as compared to the current ordering method.
BACKGROUND:
During March, 2010, the county entered into a pilot agreement with Runbeck Election
Services, Inc. for "ballot-on-demand" printing services to fill daily vote by

BACKGROUND: (CONT'D)
mail ballot requests for the June 8, 2010 and the November 2, 2010 elections. The
department estimates that it realized an approximate $110,000 cost savings during the pilot
period compared to the prior method of pre-ordering based on estimated needs. The savings
estimate does not take into consideration the cost of the equipment, which was loaned to the
county during the pilot period. In addition to the long term cost savings for daily vote by
mail ballot requests, the department also anticipates using the system to print extra minority
language and other precinct ballots which may be needed because of large registration
surges just before an election.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to enter into this contract would result in the department continuing to use the prior
method of pre-ordering ballots and eliminate the possibility of the department being able to
quickly print additional ballots to cover unanticipated shortfalls because of increases in
minority language requests or large registration surges in the final weeks before the election.
The county has a responsibility to provide election materials for each voter, failure to have
sufficient ballots on hand could call into question the integrity of the process.
