ADOPT Resolution No. 2011/204 accepting the Fiscal Year 2011/2012 Preliminary
Engineer’s Report for Contra Costa County, Discovery Bay West Parking District and
declaring the intent to levy the annual assessment of parking maintenance fees;
FIX a public hearing on June 21, 2011 at 10:00 a.m., in the Board of Supervisors’
Chambers, Room 107 at 651 Pine Street, Martinez, California, to adopt the proposed annual
assessments of parking maintenance fees, complete public noticing, and authorize the
assessments be placed on the Fiscal Year 2011/2012 tax roll;
DIRECT the Clerk of the Board to publish a Notice of Filing of the Engineer's Report and
fixing of a public hearing date thereon in accordance with Government Code Section
25210.7(a) (Government Code Section 6066) and County Ordinance Code Section
1012-2.608.

Bay West Parking District
FISCAL IMPACT:
All costs will be 100% covered with revenue from Discovery Bay West Parking District,
formed under County Service Area guidelines and the Parking District Law of 1951
(California Streets & Highways Code Division 18, Part 4, Section 35100).
BACKGROUND:
The annual assessments for the Discovery Bay West Parking District are for the purposes
of operating and maintaining the facilities within the parking district. The Discovery Bay
West Parking District contains a park and ride lot that was installed by the developers of
Subdivision 7686 in conformance with their Conditions of Approval. Funds collected
through assessments from the parcels in the district are used to operate and maintain the
park and ride lot benefiting the development. The District was formed August 14, 2001
under the Parking District Law of 1951.
Attachment Exhibit A, included with this Board Order, includes the Preliminary
Engineer’s Report as required by the Government Code.
CONSEQUENCE OF NEGATIVE ACTION:
Without the Board of Supervisors’ approval, funds will not be available to maintain the
park and ride lot within the district.
