There is some discussion of increases in foster care provider rates and in the In Home Supportive Services Public Authority (IHSS) administration, both of which have a county match for funding. The reduction in reimbursement for IHSS administrative services is approximately $230,000, the increase in foster care costs is estimated to be about $453,000. Another major issue is the reduction of prisoners housed by the State. The Supreme Court upheld the decision which will require approximately 33,000 to be released over a two year period. This will hasten AB 109, public safety realignment. The low-level offenders would be moved to County installations. We are seeking a constitutional guarantee of funding. That would require some sort of extension of the Vehicle License Fee and the sales tax, both of which are expiring in June of this year. There are no concrete answers on funding at this time. Supervisors Gioia and Glover's Chiefs of Staff will be making a presentation to the California State Association of Counties on a strategic plan for managing the public safety realignment on June 2, 2011 in Sacramento.
