GloverSHORT DISCUSSION ITEMS SD. 1 PUBLIC COMMENT (3 Minutes/Speaker)The following people spoke:Agenda Philip Ludolph, Building Inspection Department Code Enforcement Officer, regarding efforts to address situations in which neighbors havedifficulty with one another on property issues, and the importance of having code enforcement officers to assist the public in resolving propertydisputes and addressing blight and unsafe building problems in the community; Mr. Ludolph is one of several to have received a layoff notice,and urges the Board to carefully consider the impact of having reduced services available to the community;Rollie Katz, Public Employees' Union Local One, spoke in regards to layoffs next week in the Code Enforcement Division and the Division'snecessary role in public health and safety; he reminded the Board that this division generates revenue and any savings achieved cannot be usedin any other budget area. Mr. Katz encouraged the Board to look at assessing penalties on properties which require abatement services. (David Twa, County Administrator)Agenda Mr. Twa, County Administrator, reported that there are few additional impacts in the areas of health services and human services from the MayRevise. There is some discussion of increases in foster care provider rates and in the In Home Supportive Services Public Authority (IHSS)administration, both of which have a county match for funding. The reduction in reimbursement for IHSS administrative services isapproximately $230,000, the increase in foster care costs is estimated to be about $453,000.Another major issue is the reduction of prisoners housed by the State. The Supreme Court upheld the decision which will require approximately33,000 to be released over a two year period. This will hasten AB 109, public safety realignment. The low-level offenders would be moved toCounty installations. We are seeking a constitutional guarantee of funding. That would require some sort of extension of the Vehicle License Feeand the sales tax, both of which are expiring in June of this year. There are no concrete answers on funding at this time.Supervisors Gioia and Glover's Chiefs of Staff will be making a presentation to the California State Association of Counties on a strategic planfor managing the public safety realignment on June 2, 2011 in Sacramento.
