APPROVE and AUTHORIZE the Purchasing Agent to execute a purchase order, on behalf
of the Health Services Department, with Target Corporation in the amount not to exceed
$28,200 for the purchase of incentives to be used in the Teenage Pregnancy Prevention
Initiative Grant to distribute to parents who participate in parent review meeting, for the five
year period of September 1, 2010 through August 31, 2015. (100% Federal Funds)
FISCAL IMPACT:
100% of these funds are from Grant Agreement #28-822 with the U.S. Department of
Health and Human Services.
BACKGROUND:
Incentives for the Teenage Pregnancy Prevention Initiative (TPPI) will be given to students
and parents attending parent meetings convened to discuss questions and answers about the
evidence-based curriculums that will be used in the program ‘Draw the Line/Respect the
Line’ & ‘Reducing the Risk’. In these meetings parents will have the opportunity to review
the curriculum and evaluation tools that will be used in this program. The TPPI will convene
at least one parent meeting in each of the participating school districts: West Contra Costa

Subject:Purchase of Voucher Incentives for Teenage Pregnancy Prevention Grant
Unified and Pittsburg Unified. During full implementation, TPPI will serve six
middle/junior high and six high schools serving 1,500 middle school students and 2,000
high school students.
Approval of this Board Order will allow the PH Clinic Services Program to purchase $10.00
Target Gift cards at a total of cost of $28,200.00 to use as incentives in the TPPI program
over a five year period as shown below:
