Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract Amendment Agreement #24–513–43 with New Connections, a
non-profit corporation, effective July 1, 2010, to amend Contract #24–513–41 (as amended
by Contract Amendment Agreement #24–513–42), to decrease the payment limit by
$22,058, from $853,232 to a new payment limit of $831,174, with no change in the original
term of July 1, 2010 through June 30, 2011.
FISCAL IMPACT:
This amendment is funded 50% by Federal Substance Abuse Prevention and Treatment
(SAPT) Block Grant, 30% by Drug Medi-Cal, 5% by State Drug Court Implementation
funds, and 15% by State Justice Assistance Grant/Offender Treatment Program. (No rate
increase)

by Contract Amendment Agreement #24–513–42) with New Connections

BACKGROUND: (CONT'D)
for the period from July 1, 2010 through June 30, 2011, for the provision of drug abuse
prevention and treatment services in East and Central County.
The California Department of Alcohol and Drug Programs (ADP) has since revised the rates
for DMC services for fiscal year 2010 – 2011.
Approval of Contract Amendment Agreement #24–513–43 will modify the rate schedule to
reflect ADP-authorized rates, through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, Contractor will not receive a decrease to modify rate
schedule.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention and treatment program supports the Board of
Supervisors’ “Families that are Safe, Stable, and Nurturing” and “Communities that are Safe
and Provide a High Quality of Life for Children and Families” community outcomes by
providing individual, group, and family counseling; substance abuse education;
rehabilitation support services; and substance abuse prevention services. Expected outcomes
include increased knowledge about the impact of addiction; decreased use of alcohol,
tobacco and other drugs; increased use of community-based resources; and increased school
and community support for youth and parents in recovery.
