HomeMy WebLinkAboutMINUTES - 05172011 - C.27RECOMMENDATION(S): APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a contract with the Contra Costa Centre Association for Transportation Demand Management Services, Contra Costa Centre area, in an amount not to exceed $316,815 for the period July 1, 2011 through June 30, 2012. FISCAL IMPACT: The commercial property owners at Contra Costa Centre have voted to approve the formation of a County Service Area to fund mandated Transportation Demand Management services in the area. The County Service Area Assessment generates approximately $250,000 currently (Fund 247600). Additional funds under this contract are from Service Area Fund Balance and a reimbursement from the Redevelopment Agency for capital improvements necessary to implement the alternative vehicle program (Segway, electric bicycle and Neighborhood Electric Vehicle Program). The County has entered into an agreement with the Contra Costa Centre Association to manage the TDM program for the Contra Costa Centre area each year since 1990. The property owners in the Contra Costa Centre Station Area have voted to approve a County Service Area with an annual assessment to fund TDM. The program offers commute alternative services to station area employees. While there is no mandate requiring participation by employers or any penalty for nonparticipation, the area employers and their employees have been high participatory in the program. The TDM program goals of achieving over 30 percent of the area employees travel to work via alternative modes (transit, carpools, vanpools, bicycle, walk, telecommute, etc.) have consistently been met. The proposed project agreement covers a 12-month period from July 1, 2011 to June 30, 2012. It continues funding for operating vanpools and a noon time shuttle service to nearby commercial areas, for on-site transit ticket sales and for marketing and management of a variety of transit subsidy and incentive programs. CONSEQUENCE OF NEGATIVE ACTION: The Contra Costa Centre Association members who have paid an annual assessment for Transportation Demand Management services would be unable to provide them.
