APPROVE Appropriation and Revenue Adjustment No. 5033 authorizing new revenue in
the amount of $88,486 from legal defense fees and appropriating it for criminal conflict
defense services; and authorizing the transfer of appropriations in the amount of $140,000
from Conflict Defense to Automated Warrant System to fund the upgrade of the County's
automated warrant system.
FISCAL IMPACT:
Net impact to the General Fund of $140,000, which would be transferred to a special fund
that pays for the County's automated warrant. The automated warrant system is funded
through a combination of Fines and Forfeitures revenue and subscription fees from local
law enforcement agencies.
BACKGROUND:
The County Administrator's Office is requesting this adjustment for the upgrade of the
County's automated warrant system called the Justice Automated Warrant System (JAWS).

BACKGROUND: (CONT'D)
The JAWS is an in-house system developed many years ago using a computer language
that is becoming obsolete and can no longer be supported by the County's information
technology staff. The transferred appropriations will be used to modernize the system to
more current technological standards.
CONSEQUENCE OF NEGATIVE ACTION:
Failing to modernize the JAWS will pose an unacceptable risk of failure of a
mission-critical system on which local law enforcement agencies, including the Sheriff's
Department, rely.
