APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract
with John Finger to provide assistance with the development, administration, and
implementation of graphic design projects related to meeting the provisions of the County’s
Stormwater Municipal Regional Permit (MRP) under the National Pollutant Discharge
Elimination System (NPDES) from in May 1, 2011 to April 30, 2014. The payment limit for
the three year contract term shall be $150,000, Countywide. (100% Stormwater Utility
Assessment Fees)
FISCAL IMPACT:
Contract will be paid for with Stormwater Utility Assessment revenue from the
unincorporated areas (Fund No. 251700) designated to the County Watershed Program
(CWP).
BACKGROUND:
The CWP is responsible for ensuring the County’s compliance with the MRP, our state
mandated NPDES permit. The permit provisions are met through various pollution
prevention programs and development of various professional public education and

BACKGROUND: (CONT'D)
help to reduce water quality impacts of nonpoint source pollution from urban runoff.
One of the MRP’s permit provisions, C.7 – Public Information and Outreach, requires
that the County educate our citizens in watershed protection, stormwater pollutants of
concern, and pollution prevention. In 2004, the annual Watershed Calendar was
developed as a comprehensive project that would meet many of the public outreach
requirements of the MRP in an efficient and cost effective manner. The successful
calendar project continues to be well received by the citizens of unincorporated Contra
Costa County while meeting multiple public outreach, water quality, and watershed
protection goals of the CWP.
CONSEQUENCE OF NEGATIVE ACTION:
The County will miss the opportunity to meet the public outreach educational
requirements of the NPDES permit in the most cost-effective way and may be out of
compliance with the MRP’s Provision C.7 – Public Information and Outreach.
