HomeMy WebLinkAboutMINUTES - 05102011 - C.42RECOMMENDATION(S): AUTHORIZE the Director of Conservation and Development, or designee, to sign a Consulting Services Agreement, in substantially the form presented, for an amount not to exceed $3,614,062 beginning May 10, 2011 and ending May 31, 2013, with Parsons Transportation Group Incorporated for determining the ultimate concept and alignment, and necessary sub-tasks, for State Route 239 in the eastern Contra Costa County and western San Joaquin County area (see Exhibit A). FISCAL IMPACT: NONE to the General Fund. County funds (which have yet to be designated by DCD) will be used for up to $714,062 of the contract cost because the Federal program which is funding the study requires a 20% match. BACKGROUND: State Route 239 is a legislatively approved but unconstructed route in the State highway system. The route will link State Route 4 in the Brentwood area with Interstate 580 or 205 in the Tracy area. The route will likely be 15 to 25 miles long depending on alignment. Goetz C.42 To:Board of Supervisors From:Catherine Kutsuris, Conservation & Development Director Date:May 10, 2011 Contra Costa County Subject:Consultant Contract for State Route 239 - Phase One/Planning The subject contract will fund Phase One of the project, which includes defining the ultimate route concept (e.g. right of way requirements) and alignment (see Exhibit A). The study area will include three counties, Contra Costa, Alameda, and San Joaquin (see Exhibit B). Affected communities include the cities of Brentwood and Tracy, and the unincorporated communities of Byron, Discovery Bay and Mountain House. Potential goals/roles for the new highway include: BACKGROUND: (CONT'D) Truck route between the Central Valley and East Contra Costa County; Improve traffic circulation in southeastern Contra Costa County and western San Joaquin County; Reduce traffic congestion on I-580 and State Route 4; Support long-term economic development in eastern Contra Costa including Byron Airport Master Plan; and Emergency route for evacuations or supplies. Summarized, Phase One will include: Work with San Joaquin and Alameda Counties, cities/unincorporated communities, TRANSPLAN, Contra Costa Transportation Authority, Caltrans, Metropolitan Transportation Commission, San Joaquin Council of Governments, and others; Additional stakeholder identification and public outreach program; Technical analysis of potential routes, number of lanes, etc; Identification of preferred route, design features, estimate costs, etc; and Identification of funding strategies for construction and maintenance. The contract also includes an expanded assignment clause that would allow for enhanced coordination with our partner agencies in implementing this project. The County has been awarded $14 million from the Federal government to study and construct State Route 239. Contra Costa County has been authorized by Caltrans to spend $2.9 million on Phase One. The balance of the contract cost in an amount up to $714,062 would be contributed by the County, although the specific source of these funds has not yet been identified. CONSEQUENCE OF NEGATIVE ACTION: No action would result in a delay retaining the consultant and corresponding delay in completing Phase One of the project. CHILDREN'S IMPACT STATEMENT: None.
