Twa, County Administrator and Clerk of the Board of Supervisors By: June McHuen, Deputy cc: Cassandra Youngblood, Sung Kim, Sam Mendoza C.39 To:Board of Supervisors From:Joe Valentine, Employment & Human Services Director Date:May 10, 2011 Contra Costa County Subject:2010-11 Low Income Home Energy Assistance Program (LIHEAP) revenue contract, amendment #3 BACKGROUND: The County receives funding from California Department of Community Services and Development to operate Low-income Home Energy Assistance Program (LIHEAP) for program-eligible households in Contra Costa County. The Board approved receipt of the original contract on January 19, 2010. The contract was amended and approved by the Board on June 8, 2010. On February 8, 2011 the Board approved a second amendment to increase the funding allocation; the State routinely amends these types of contracts as the federal and state budgets are enacted. This third amendment is to extend the termination date of the contract and to accept a new Exhibit B (Payment Provisions) to describe procedures wherein the County may obtain advance working capital for major purchases on behalf of the weatherization program. Approval of this contract amendment will allow the continued provision of energy assistance and weatherization services to program-eligible households in Contra Costa County. CONSEQUENCE OF NEGATIVE ACTION: If not approved, the contract with the state may be suspended. CHILDREN'S IMPACT STATEMENT: The Employment & Human Services Department, Community Services Bureau LIHEAP supports one Contra Costa County community outcome - Outcome 4: "Famlies that are Safe, Stable, and Nurturing." This outcome is achieved by providing energy program assistance to help keep households warm in the winter and to increase household energy efficiency.
