HomeMy WebLinkAboutMINUTES - 05102011 - C.33RECOMMENDATION(S): ACKNOWLEDGE receipt of report of suspension of competition and direct appointment in the Contra Costa County Fire Protection District to facilitate the direct appointment of individuals from the California Firefighter Joint Apprenticeship Committee (CFFJAC) Displaced Firefighter Hiring List, as recommended by the Assistant County Administrator - Director of Human Resources FISCAL IMPACT: The Fire Chief has requested utilization of the CFFJAC Displaced Firefighter Hiring List in order to diminish the on-going need for overtime for existing employees due to high vacancy levels, regular mandatory overtime, additional anticipated retirements, and concerns associated with safety, fatigue, and accidents. The fiscal impact of this item is projected to be neutral. It also requires that a report of the suspension of competition along with the reasons therefore shall be reported to the Board of Supervisors. In this instance, the Displaced Firefighter Hiring List maintained by CFFJAC contains the names of individuals who have previously served as firefighters in other California communities. As a result, these individuals would not require extension training in order to become available to relieve the stress of excessive overtime upon current firefighters in the Contra Costa County Fire Protection District. The Department of Human Resources is in the process of recruiting for new firefighters, but it will be several more months until the testing process is complete and the list promulgates. Candidates will then have to complete final selection interviews, pre-employment hiring steps, and a four month training academy before they can be placed in an engine company. This process will continue moving forward for the entry level positions, but utilization of the CFFJAC displaced firefighter list will allow CCCFPD to immediately address their current staffing shortfall. CONSEQUENCE OF NEGATIVE ACTION: This action is required by Personnel Management Regulations, Section 502. Failure to adopt the action would prohibit the department from making direct appointments of individuals from the CFFJAC Displaced Firefighter Hiring List.
