BACKGROUND: The commission shall adopt an adequate and complete County strategic plan for the support and improvement of early childhood development within the County. Payan to the District One Alternate Seat on the First 5 Children and Families Commission BACKGROUND: (CONT'D) plan shall be consistent with, and in furtherance of the purposes of, the California Children and Families First Act of 1998 and any guidelines adopted by the state commission pursuant to subdivision (b) of the Health and Safety Code Section 130125 that are in effect at the time the County plan is adopted. (Ords. 99-15 1, 98-46.) Susan Wittenberg resigned from the District One First 5 alternate seat on 10/14/2010 creating a vacancy. The seat expires on 8/16/2012. Rose Payan, is a speech and language therapist with a Ph.D. in curriculum and instruction, a masters in early childhood education, and a BA in speech and language therapy with an emphasis in child development. She's worked for many years in educational testing. She's been involved in several Latino community organizations, and was formerly a member of the Monument First Five Community Advisory Committee. CONSEQUENCE OF NEGATIVE ACTION: The seat will remain unfilled.
