REALLOCATE $5,000 in FY 2010/11 Keller Canyon Mitigation Funds to help finance the
Pittsburg Twilight Criterium (Bicycle Race) and Family Fitness Festival, and
AUTHORIZE the Director of Conservation and Development, or designee, to execute a
contract with Pittsburg Arts and Community Foundation in an amount not to exceed $5,000
for the period of May 4, 2011 through June 1, 2011, as recommended by Supervisor Glover.
FISCAL IMPACT:
No General Fund impact. Funds will be provided from the Keller Canyon Mitigation Fund
(KCMF). The total amount to be expended from the KCMF in FY 2010/11 will not increase
if this request is approved, because the proposed project will replace a project that has been
cancelled. Consequently, if approved, this action will slightly decrease the total amount of
KCMF funds anticipated to be spent during the year.

On August 3, 2010 the Board of Supervisors approved allocating $1,373,813

and Family Fitness Festival
BACKGROUND: (CONT'D)
in Keller Canyon Mitigation Funds (KCMF) including a total of $45,000 to help finance a
Gang Summit, a Youth Summit, and a Small Business Workshop all sponsored by the
District V Supervisor's office. The Small Business Workshop (which was estimated to cost
$15,000) will not be provided this year, so it is recommended that $5,000 of the funds
earmarked for that event be reallocated to help finance the Pittsburg Twilight Criterium and
Family Fitness Festival that will take place on May 7, 2011 sponsored by the Pittsburg Arts
and Community Foundation.
The Festival will bring together over 600 cyclists as they race around a 3/4 mile course
around Old Town Pittsburg. In addition, the day long Festival will include a number of free
fitness classes and demonstrations (yoga, spin, cardio health, pilates, etc), physical games
and activities (preschool play patch, musical hula hoops, 3-point shoot-out basketball
challenge, etc.), and a Health and Wellness Village where participants can get a variety of
health related screenings (blood pressure, body fat, Body Mass Index, glucose, and
cholesterol). KCMF funds will be used to help finance the family fitness component of the
event. The Festival is expected to attract thousands of District V residents.
CONSEQUENCE OF NEGATIVE ACTION:
Not providing KCMF funding will result in a reduction of the fitness and health screening
activities that will be provided at the event.
CHILDREN'S IMPACT STATEMENT:
The Festival supports the "Children and Youth Healthy and Preparing for Productive
Adulthood" outcome in the Children's Report Card.
