APPROVE the allocation of $25,000 in Park Dedication fees to the Boys and Girls Club of
El Sobrante, and $25,000 in Park Dedication fees to A Community Center in El Sobrante
(ACCES), to help finance the preparation of studies to determine the feasibility of
developing community centers in the El Sobrante area, and AUTHORIZE the Director of
Conservation and Development, or designee, to execute contracts for the period of May 10,
2011 through December 31, 2011, as recommended by Supervisor Gioia.
FISCAL IMPACT:
$50,000. 100% Park Dedication Trust Account comprising development fees which have
been set aside to develop park and recreation facilities.
BACKGROUND:
The Department of Conservation and Development collects fees from developers of
residential housing in Contra Costa County to provide park and/or recreational facilities,
pursuant to California Government Code 66477 (the 'Quimby Act').

Subject:Allocation of Park Fees to Boys and Girls Club of El Sobrante, and A Community Center for El Sobrante
BACKGROUND: (CONT'D)
For over a year, the Boys & Girls Club of El Sobrante (B&G Club) and A Community
Center for El Sobrante (ACCES), both 501(c)(3) nonprofit organizations, have been
exploring the possibility of developing new community centers on properties located in the
El Sobrante area. The B&G Club is considering constructing a new facility on their property
located at 4660 Appian Way; ACCES is contemplating the possibility of converting the
closed El Sobrante Elementary School located at 1060 Manor Road into a community
center. To facilitate the evaluation of each proposal for the possible allocation of Park
Dedication funds and funds from Measure WW, it is recommended that each group be
awarded $25,000 in Park Dedication funds to prepare and submit to the County studies that
analyze the following components of their proposed projects:
a. land use (planning) constraints/issues
b. environmental constraints/issues
c. construction cost estimates
d. operational cost estimates
e. available funding/financing options to assist in the construction and operational costs
f. business plan model
Each agency has submitted a proposal to hire a consultant to complete a feasibility study
and is requesting funds to help finance the cost of the study. Both requests for Park
Dedication funds for the proposed uses are allowable and authorized under the Quimby Act
and have been approved by the El Sobrante Municipal Advisory Committee. There are
sufficient funds in the El Sobrante area Park Dedication accounts to provide funds to both
organizations. If approved, the balance in the accounts will be approximately $440,000.
CONSEQUENCE OF NEGATIVE ACTION:
Not awarding the funds will delay or prevent the completion of feasibility studies related to
the potential development of two new community centers in the El Sobrante area.
CHILDREN'S IMPACT STATEMENT:
No immediate impacts from the proposed feasibility studies. Both community centers, if
constructed, would provide a variety of activities benefiting youth and their families in the
El Sobrante area, and therefore support the Children's Report Card outcome of ensuring
families are safe, stable and nurturing.
