APPROVE and AUTHORIZE the Conservation and Development Director, or her
designee, to execute, a contract amendment with Circle Point, Inc. increasing the payment
limit from $118,747 to a total amount not to exceed $148,894 and to extend the contract
period from June 30, 2011 to December 30, 2011, to provide continued professional
services needed to complete the Environmental Impact Report (EIR) for the Sufism
Reoriented Sanctuary Project.
FISCAL IMPACT:
No fiscal impact to the County. The cost of preparing the EIR is covered by revenue
received from land development application fees paid by the project applicant.
BACKGROUND:
An Environmental Impact Report (EIR) is being prepared for two pending applications, a
Minor Subdivision and a Land Use Permit, to establish a religious facility called “New
Sanctuary” for Sufism Reoriented located on the southeast corner of the intersection of
Boulevard Way, Kinney Drive, and Garden Court, within the unincorporated Walnut Creek
(Saranap) area. The Draft Environmental Impact Report is under review at this time and

CONSEQUENCE OF NEGATIVE ACTION:
It the contract extension is not approved, the contract with Circle Point, Inc. to prepare an
