1. APPROVE the re-allocation of Federal Community Development Block Grant -
Recovery (CDBG-R) funds to Anka Behavorial Health, Inc., to help finance the renovation
of the Don Brown Emergency Shelter and Multi-Service Center located at 1401 West 4th
Street, Antioch.
2. APPROVE and AUTHORIZE the Department of Conservation and Development
Director, or designee, to execute a contract with Anka Behavorial Health, Inc. in an amount
not to exceed $100,000 in CDBG-R funds to help finance the renovation of the Don Brown
Shelter Emergency Shelter for the period of May 10, 2011 through December 31, 2011.
FISCAL IMPACT:
No General Fund impact. CDBG-R funds were provided to the County on a formula
allocation basis through the U.S. Department of Housing and Urban Development (HUD).

Subject:Reallocation of Community Development Block Grant - Recovery Funds to Anka Behavorial Health, Inc.
BACKGROUND:
In June 2009, the County received a special supplemental allocation of $929,719 in
Community Development Block Grant (CDBG) funds under the American Recovery and
Reinvestment Act of 2009 (CDBG-R). On June 2, 2009, the Board of Supervisors
(Board) approved allocating these funds to 14 projects, including awarding $100,000 to
the Mt. Diablo Region YMCA in Oakley to support the construction of a new facility
serving primarily low income households in the Oakley area. After the award of the
grant, the Mt. Diablo Region YMCA merged with the YMCA of the Central Bay Area in
Berkeley and after careful consideration decided not to undertake the Oakley project.
Staff has received an application from Anka Behavioral Health Inc., to help finance
renovations at the Don Brown Shelter and Multi-Service Center located at 1401 West 4th
Street in Antioch. The Shelter is a 20-bed facility that provides interim emergency
housing (30 days maximum) to persons over 18 years of age who have severe and
persistent mental illness. Each client at the Don Brown Shelter receives a bed, a safe
place to store their belongings, and three meals each day. The adjacent Multi-Service
Center (MSC) provides supportive services to those living in the shelter as well as the
entire homeless community within the area. The MSC operates Monday through Friday
from 8:30 - 5:00 PM and provides a plethora of supportive services designed to "meet
people where they are" and to assist them with both immediate and long-term needs.
Services include on-site access to basic services such as showers and personal hygiene
items, phones and voice mail, mail services, clothing and laundry, and transportation.
Case management, mental health and/or substance abuse screening and assessments,
group counseling, and referrals to treatment programs is also provided by Anka staff. The
shelter and multi-service center serve over 450 people, and provides over 6,000 units of
service each year.
Anka proposes to renovate all six bathrooms in the shelter and replace all faucets and
fixtures with commercial grade materials that will withstand the heavy use. All of the
toilets, sinks, flooring, and shower units will be replaced, and work to remove the dry
rotted sub-flooring will be performed. In addition, the project will add ventilation exhaust
fans in all of the restrooms to help guard against future mold and mildew issues. The
project is estimated to cost $110,000. If this reallocation of CDBG-R funds is approved,
Anka is prepared to move forward immediately and complete the project by October,
2011 which is well before the June 30, 2012 deadline the County has to spend its
CDBG-R funds.
CONSEQUENCE OF NEGATIVE ACTION:
Not approving the proposed allocation of funds will result in the proposed project not
being able to move forward in a timely manner, and would require the identification of
alternative uses of Federal CDBG-R funds before June 30, 2012 or the County would
forego use of these funds.
