HomeMy WebLinkAboutMINUTES - 05032011 - C.102RECOMMENDATION(S): APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute a contract with Solano County, including modified indemnification language, for the placement of wards at the Fouts Springs Youth Facility at a monthly rate of $4,200 per ward, for the period July 1, 2011 through June 30, 2012. FISCAL IMPACT: County funds are budgeted within the Probation Department's Care of Court Wards budget for placement of Court Wards by order of the Juvenile Court. Placement costs shall not exceed $4,200 per month per ward. BACKGROUND: Contra Costa County has contracted with Solano County since February 2004 for placement of Court Wards at Fouts Springs Youth Facility on a space available basis. Solano County operates the Fouts Springs Youth Facility under the provisions of Article 24 of the Welfare and Institutions Code of the State of California. Probation finds the program to be a viable placement alternative for delinquent youth who are a threat to the community, but whose crimes do not warrant a commitment to the Department of Juvenile Justice. Kader, County Probation Officer Date:May 3, 2011 Contra Costa County Subject:Inter-County Placement Agreement-Solano County-Fouts Springs Youth Facility are two minors at this facility. The contract period is July 1, 2011 through June 30, 2012. CONSEQUENCE OF NEGATIVE ACTION: This resource has expanded the Probation Department's options for difficult to place youth at a rate under the average group home placement rate. Failure to approve this contract will result in placement of certain youth in more expensive facilities, reduce the number of placement options for the Juvenile Court, and require longer periods of detention at Juvenile Hall. CHILDREN'S IMPACT STATEMENT: If this action is not approved, the Probation Department will not be able to place wards at the Fouts Springs Youth Facility in Solano County during periods where a local placement option is not available.
