Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Novation Contract #74-308-3 with Catholic Charities CYO of the
Archdiocese of San Francisco, a non-profit corporation, in an amount not to exceed
$115,000, to provide Therapeutic Behavioral Services (TBS) for the period from July 1,
2010 through June 30, 2011. This Contract includes a six-month automatic extension
through December 31, 2011, in an amount not to exceed $57,500.
FISCAL IMPACT:
This Contract is funded 62% Federal Early and Periodic, Diagnosis, Screening and
Treatment, 33% State Early and Periodic Screening, Diagnosis and Treatment, 5% Mental
Health Realignment. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population in that it provides subacute
treatment services to SED children to reduce the need for hospitalization.

BACKGROUND: (CONT'D)
#74-308-2 with Catholic Charities CYO of the Archdiocese of San Francisco, for the period
from July 1, 2009 through June 30, 2010, which included a six-month automatic extension
through December 31, 2010, in an amount not to exceed $150,000. Contractor has continued
to provide services in good faith.
Approval of Novation Contract #74-308-3 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, there will be fewer residential facilities to provide services
for Therapeutic Behavioral Services (TBS).
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
