APPROVE and AUTHORIZE the General Services Deputy Director, or designee, to
execute a contract with Hammel, Green and Abrahamson, Inc. to increase the payment limit
from $300,000 to $500,000 , and extend the contract period from November 30, 2011 to
December 31, 2012 for as-needed architectural services for various health facilities projects.
FISCAL IMPACT:
Funding for the additional services is covered by the Hospital Enterprise Fund and Mental
Health Services Act Funds.
BACKGROUND:
HGA is currently under contract to provide as-needed architectural services for various
health facilities projects. HGA was assigned two projects - a study of the Nutritional
Services Facilities and the New Crisis Residential Facility (design services only). With
these two projects, the originally approved contract limit of $300,000 has been reached.
The proposed New Crisis Residential Facility ("CRF") project involves designing and

residential treatment program. Such a program is a viable alternative to hospitalization. In
addition, the program will provide a transitional level of care for consumers leaving
hospitals but needing further assistance while re-entering the community. The CRF would
be a 7,200 s.f., two-story, facility that includes space for 16 residents. The facility will also
include a living room, a dining room, kitchen, a library, and administration and support
spaces. Staffing will include psychiatrists, nurses, clinical specialists, and peer providers
(mental health consumers who have completed required training and are employed by the
County) and will be in compliance with State requirements for staffing ratios.
HGA is currently authorized to provide design services primarily related to the building. In
order to complete the design, additional services are necessary for the sitework
improvements and the foundation design (there are sloped site conditions that need to be
addressed). Moreover, the additional services will include construction administration
services during the construction phase.
It is recommended that HGA's contract amount be increased by $200,000 to cover the
additional services related to the CRF. Any unused balance can be utilized for other projects
or remain unused.
CONSEQUENCE OF NEGATIVE ACTION:
Approving Amendment No. 1 will allow HGA to provide the additional services needed for
the CRF. If the amendment is not approved, the completion of the project will be delayed
and patient care will be directed toward the County hospital which is more costly.
