Subject:2011-12 Low-Income Housing Energy Assistance Program (LIHEAP) funding / Amend 2
BACKGROUND: (CONT'D)
Energy Assistance Program (LIHEAP) and weatherization program for eligible County
residents. The Board approved receipt of funding for 2011/12 on March 15, 2011. The
Board approved amendment #1 on April 12, 2011 to increase the payment limit as the state
routinely releases partial funding at contract onset to be followed by additional allocations
as the program year progresses.
This amendment accepts a new Exhibit B (Payment Provisions) to describe procedures for
the County to obtain advance working capital for major purchases on behalf of the
weatherization program. Approval of this agreement will allow the continued provision of
LIHEAP and weatherization services to program-eligible households in Contra Costa
County.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, the Department will not receive funding to operate LIHEAP in Contra
Costa County.
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department, Community Services Bureau energy
program supports one Contra Costa County community outcome - Outcome #4: "Families
that are Safe, Stable and Nurturing." This outcome is supported by the provision of home
energy assistance to keep households warm in winter and to increase household energy
efficiency.
