HomeMy WebLinkAboutMINUTES - 05032011 - C.71RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Grant Agreement #28-820-1 (G10-UPA-14) with the California Environmental Protection Agency (CALEPA), to pay the County an amount not to exceed $119,250 for the County’s Health Services Hazardous Materials, Electronic Reporting Transition Plan, for the period from January 1, 2010 through March 31, 2013. FISCAL IMPACT: Approval of this grant agreement will result in an amount not to exceed $119,250, from the California Environmental Protection Agency for the Electronic Reporting Transition Plan. No County funds required. BACKGROUND: Assembly Bill AB 2286 (Statutes 2008) went into effect January 1, 2009. It requires all local government agencies (Unified Program Agencies-UPA’s) and business regulated under the Unified Program to report electronically by January 1, 2013. UPA information includes, facility data regarding hazardous material regularly actives, chemical inventories, underground and aboveground storage tanks, hazardous waste generation, and Unified Program Agency (UPA) data such as inspections and enforcement actions. Contra Costa Health Services, Hazardous Materials Programs is a Certified Unified Program Agency (CUPA) for Contra Costa County. On July 27, 2010, the Board of Supervisors approved submission of funding application #28-820 to the California Environmental Protection Agency County’s Health Services Hazardous Materials, Electronic Reporting Transition Plan through March 31, 2013. Approval of this Grant Agreement #28-820-1 will allow the County’s Hazardous Materials Program to apply funds to implement reporting requirements of AB 2286 for the Electronic Reporting Transition Plan, through March 31, 2013. CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, County will not receive the funding necessary to allow Hazardous Material to set up their data management system to be able to transfer electronically to CALEPA required information.
