APPROVE and AUTHORIZE the Librarian, or designee, to apply for and accept a grant in
the amount of $3,000 from the Koshland Civic Unity Program to award mini-grants to
support early children's literacy for the period July 1, 2011 through June 1, 2012.
FISCAL IMPACT:
No Library Fund match.
BACKGROUND:
Every year the San Francisco Foundation's Arts and Culture program collaborates with the
Koshland Civic Unity Program to award mini-grants ranging from $500 to $3,000 to
support free, community-based artistic and cultural activities. Recognizing that early
learning, parental involvement, and supportive communities play a critical role in young
children’s growth and literacy, the San Pablo Library is applying for a $3,000 grant from the
Koshland Civic Unity Program to provide a series of monthly programs that

recipient area for grant funding.
CONSEQUENCE OF NEGATIVE ACTION:
The Library will not be able to provide programming for early literacy training at the San
Pablo Library.
CHILDREN'S IMPACT STATEMENT:
The project supports the outcome of Children Ready for and Succeeding in School. Young
children need a variety of skills to become successful readers. Reading experts have
identified six specific early literacy skills, including narrative skills, as building blocks for
later reading and writing. Research indicates that children who enter school with more of
these skills are better able to benefit from the reading instruction they receive in school.
Narrative skills represent the ability to tell stories and describe things and are important for
children being able to understand what they are learning to read. An example of a narrative
skill is a child's ability to tell what happens at a birthday party or on a trip to the zoo. By
providing narrative events for young children to model narrative activities, the library will
assist parents in helping their children develop early literacy skills.
