APPROVE and AUTHORIZE the Librarian, or designee, to apply for and accept a grant in
the amount of $500 from the Southern California Library Cooperative (state-funded Library
Services and Technology Act) to provide free bilingual children’s books for the period of
April 30, 2011 through April 30, 2012.
FISCAL IMPACT:
No library fund match.
BACKGROUND:
Last year, the bilingual book giveaway sponsored by the State Library Día grant was an
extremely popular addition to San Pablo Library’s outreach efforts at the annual Día/Cinco
de Mayo events sponsored by St. Paul’s Church. Our outreach efforts

BACKGROUND: (CONT'D)
helped generate enthusiasm about literacy and attract Spanish-speaking community
members who may have not been familiar with library services. A recent census update
indicates that San Pablo’s population is approximately 57% Hispanic; bilingual outreach is
an integral part of the community outreach.
CONSEQUENCE OF NEGATIVE ACTION:
The San Pablo Library will not be able to purchase bilingual books for the Dia/Cinco de
Mayo event.
CHILDREN'S IMPACT STATEMENT:
This program supports the Children Ready for and Succeeding in School community
outcome established in the Children’s Report Card.
Letting children pick a book to take home during the summer inspires them to be lifelong
readers. With this grant, the San Pablo Library will be able to provide free books, in Spanish
or English, for children to choose from and make their own. Students who continue to read
through the summer months are better prepared to return to school in the fall.
Research shows that early and positive experiences with books set the stage for a child’s
success in learning to read. Therefore, public libraries play an important role in a
community. They equalize access to books, making sure all families are able to help their
children enjoy reading from an early age.
