Approve and authorize the Health Services Director or his designee (Wendel Brunner,
M.D.) to sign a Facility Use Agreement and Park Use Permit with the City of Richmond for
use by the Health Services Department’s Public Health Division Homeless Program for a
Project Homeless Connect event at the Richmond Memorial Auditorium on Tuesday, June
14, 2011 from 12-5pm and Wednesday, June 15, 2011, 6a.m.-3p.m. including agreeing to
hold harmless the City of Richmond for claims arising out of use of the facility.
FISCAL IMPACT:
None. The total facility rental fee of $2,345.39 is being covered by the City of Richmond
City Manager’s office.
BACKGROUND:
Project Homeless Connect (PHC) began in 2005 in San Francisco to provide services and
housing resources to persons experiencing homelessness in their community. Since that

BACKGROUND: (CONT'D)
time, Project Homeless Connect events have become a national and international
phenomenon with over 200 communities participating throughout the United States,
Australia, and Canada.
In keeping with the national goals, Project Homeless Connect – Contra Costa goals are to 1)
improve access to services and housing for homeless adults, youth, and families, 2) improve
the homeless system of care through collaboration and the sharing of best practices; and 3)
partner with volunteers, service providers, faith-based organizations, the business
community, and corporations to increase awareness and secure community involvement,
commitment, and investment in ending homelessness.
Contra Costa County held its first Project Homeless Connect event on Dec.7, 2006 in
Richmond, CA. That event assisted over 500 homeless individuals, families and youth
connect immediately to the healthcare, benefits assistance, emergency shelter and other
services including housing resources to help end their homelessness. 266 volunteers and
151 service providers participated in the event, and included a number of small businesses
and corporate support. The overwhelming success of that event made it clear that the
homeless community and community at-large would benefit from the continuation of these
events. The most recent event was held in September, 2010, in Antioch, with over 600
homeless persons receiving services.
Currently, Project Homeless Connect – Contra Costa is held 1-2 times annually and moves
around to each of the three major regions of the County – specifically, in the cities of
Richmond, Concord, and Antioch. The County has partnered with non-profit service
providers, public agencies, businesses, law enforcement, and the community to have
sponsored six Project Homeless Connect events since 2006.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Homeless Program will not be able to hold the Project
Homeless Connect event that assists over 600 homeless adults, youth, and families connect
to much needed health, education, and social services aimed at ending their homelessness.

This program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”.
