FISCAL IMPACT: Upon approval, this action will result in a cost of approximately $138,215.04 annually. 100% of this cost will be offset with American Reinvestment and Recovery Act of 2009 Federal Funding. BACKGROUND: The Health Services Department is requesting the addition of this position in order to comply with the American Reinvestment and Recovery Act (ARRA) of 2009. BACKGROUND: (CONT'D) to assist in the adoption and implementation of "certified electronic health record technology”, replacing paper medical records by 2014. (H.R. 1, 111th Cong. §§ 4001-4201 (2009). After full implementation and evaluation, staffing levels will be reviewed and adjusted to the new processing environment. CONSEQUENCE OF NEGATIVE ACTION: Adding additional positions and recruitment of personnel is critical in order to secure Federal and State funding, to meet target implementation time- frames, and comply with Federal mandates to prevent any reductions in Medicare reimbursements.
