Dehaesus f Director of Planning Costa DATE: January 24, 1985 r County SUBJECT: Report on Wind Energy Conversion Systems Moratorium SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Approve a 10 month and 15 day extension of .the Wind Energy Conversion System Moritoriurd Urgency Ordinance, as provided by Government Code Section 65858, -to expire on January 5, 1986. BACKGROUND On January 8, 1984, the Board enacted a 45 day moritor.ium on the approval of use permits for wind energy conversion systems. The purpose of this action was to provide a period in which the Planning Department could research and prepare a draft ordinance directed at establishing standards for wind energy conversion land uses. The .Urgency Ordinance enacting the moritorium will expire on February 21, 1985, unless extended by the Board. The State statutes governing interim zoning ordinances in urgency situations* provides for no more than two extensions of an urgency ordinance, the first of which is allowed to be a maximum of 10 months and 15 days. Currently, the Planning Department is researching wind energy conversion. system controls and standards and is contacting concerned citizen groups for input. Preliminary.comments from citizen groups will be considered in preparing a, preliminary draft ordinance. The draft ordinance is expected to be completed in February and circulated for comment. Comments on the preliminary draft ordinance will be considered in� preparing the public hearing draft. Public hearings will be scheduled-by the beginning of April with the County and Area Planning Commissions. It is expected that several hearings with the three Planning Commissions on this matter will be necessary.
