ADOPT Position Adjustment Resolution No. 20914 to cancel two (2) Administrative
Services Assistant II - Project vacant positions #12625 and #12626; add two (2) full-time
Administrative Services Assistant II (APVA) (represented) positions at salary level ZB5
1475 ($4,602.87 - $5,594.82) in the Health Services Department (Cost neutral)
FISCAL IMPACT:
This action is cost neutral. There will be no additional cost.
BACKGROUND:
The Contra Costa Health Plan (CCHP) is requesting to cancel two Administrative Services
Assistant II-Project positions due to the operational need for long-term permanent
Administrative Services Assistant-II full time positions. One of these new positions will be
assigned to the Membership Maintenance Unit and the second position will be assigned to
the Health Care Operations Unit. Administrative Services Assistants represent CCHP on
specific administrative matters and act as liaisons with other departments and agencies.

BACKGROUND: (CONT'D)
policies and procedures to ensure compliance with all legal mandates from CMS (Federal
Medicare Program, DHC (State Medicaid Program, MRMIB (State Sponsored Program)
and DMHC (Department of Managed Health Care), conducts staff quality control, and
monitors service delivery. Both positions are responsible for conducting monthly
regulatory guideline audits and data analysis for the purpose of recommending program
changes.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Contra Costa Health Plan will not have appropriate
positions for their long term needs.
