Subject:P300 # 20905 Add 27 Positions in the Hosptial and Health Centers
FISCAL IMPACT:
Upon approval, this action will result in a cost of approximately $3.6 million annually.
100% of this cost will be offset with American Reinvestment and Recovery Act of 2009
Federal Funding.
BACKGROUND:
The Health Services Department is requesting the addition of twenty-seven (27) positions
in order to comply with the American Reinvestment and Recovery Act of 2009.
Provisions under the American Reinvestment and Recovery Act of 2009 have made
available Federal and State funding to health care organizations and hospitals that provide
services to Medicare and Medicaid beneficiaries to assist in the adoption and
implementation of "certified electronic health record technology", replacing paper
medical records by 2014. (H.R. 1, 111th Cong. §§ 4001-4201 (2009). After full
implementation and evaluation, staffing levels will be reviewed and adjusted to the new
processing environment.
Electronic medical records will be used by nurses, health care personnel and physicians.
Development of the system is a clinically driven process that requires clinicians to
"build" and test the various modules based on the manner in which patient care is
delivered.
CONSEQUENCE OF NEGATIVE ACTION:
Adding the additional positions and recruitment of personnel is critical in order to secure
Federal and State Funding, to meet target implementation time-frames, and to comply
with Federal mandates to prevent any reductions in Medicare reimbursements.
