Subject:APPOINTMENT TO THE EAST CONTRA COSTA FIRE PROTECTION DISTRICT
District (ECCFPD) from a board of directors comprised of the Contra Costa County Board
of Supervisors
BACKGROUND: (CONT'D)
to a board of directors appointed by the cities of Brentwood and Oakley and the County.
The new governing structure consists of nine directors; four from the City of Brentwood,
three from the City of Oakley, and two appointed by the Board of Supervisors.
Effective February 16, 2011, Director Chris Finetti resigned from the ECCFPD Board of
Directors. Mr. Finetti was one of the two Directors appointed by the BOS. On March 1
2011, the BOS declared Mr. Finetti's seat vacant and directed the Internal Operations
Committee (IOC) to conduct a recruitment and screen applicants to fill the vacancy. On
March 21, 2011, the IOC adopted a recruitment process and timeline to fill the vacancy.
After a six-week recruitment period, the IOC received two applications seeking
appointment to the ECCFPD Board. On April 18, 2011 the IOC interviewed both applicants
and nominated John Jewell for appointment by the full BOS. Supervisor Gioia (Vice Chair
of the IOC) was not present for the April 18, 2011 IOC meeting.
Today's action would appoint Mr. Jewell to the ECCFPD Board for the remainder of the
seat term ending February 4, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
The seat will remain vacant resulting in reduced representation of the County on the
ECCFPD Board.
CHILDREN'S IMPACT STATEMENT:
No impact.
