ADOPT Resolution No. 2011/168 recognizing Judy Simmons on the occasion of her
retirement, as recommended by the Employment and Human Services Director.

BACKGROUND:
Judy Simmons began her career 38 years ago as an Eligibility Worker I. She advanced her
career through several eligibility worker positions to Social Program Specialist and
eventually Social Services Division Manager. In 2003 she was promoted to her current
position as Social Services Business System Application Manager. As Social Services
Business System Application Manager, Ms. Simmons has successfully managed key
projects including Statewide Automated Welfare System, CalWIN and Electronic Benefits

Her externsive program knowledge and her knowledge of large data systems has been
invaluable in implementing change dictated by the State.
CONSEQUENCE OF NEGATIVE ACTION:
Ms. Simmons will not receive recognition from the Board of Supervisors for her
outstanding service.
