FISCAL IMPACT: None BACKGROUND: Judy Simmons began her career 38 years ago as an Eligibility Worker I. She advanced her career through several eligibility worker positions to Social Program Specialist and eventually Social Services Division Manager. In 2003 she was promoted to her current position as Social Services Business System Application Manager.
