HEARING on the Fiscal Year 2011/12 Recommended County and Special District Budgets. (David Twa, County
Administrator)
Speakers: Vince Wells, Firefighters Local 1230; Bill Granados, CCC Fire Protection District Advisory Commission;
Rollie Katz, Public Employee's Union Local One; Irene Thompson, resident of San Pablo; Kris Hunt, Contra Costa
County Taxpayers Association.
Supervisor Piepho requested the County Administrator prepare a report which considers the impact to the County and
budget if the current propsed budget cuts to public safety were not made.
CLOSED the hearing; and adopted the recommendations as presented.

D. 2 Informational update on pending state and federal legislation. (David Twa, County Administrator)
There were no pending State or Federal legislative items which required the immediate attention of the Board on this
date. County Administrator, Mr. David Twa advised the Board of upcoming items: a number of counties have
expressed support for the Constitutional Amendment and the suggestion is the Legislative Committee review
this item at the April Meeting and make a recommendation to the Board at the May Meeting; the Governor will have a
Revised Budget around May 14th; and at the State and Federal level, the County may have some actions as it relates to
the continuing resolution.
D. 3 CONSIDER reports of Board members.
Supervisor Piepho spoke at a congressional hearing in Fresno on May 11, 2011 advocating for Delta issues and
advised there is a continuing appropriations act before the Senate that the Delta County Coalition opposes and the
Coalition believes if enacted would undermine the collaborative approaches that are just beginning to work in
California and in particular would have negative impacts regarding the environment and existing environmental
protections for the Delta;
Supervisors Uilkema and Mitchoff attended the 20th anniversary celebration of the Special Districts Association.
Supervisor Glover announced the 9th Annual Youth Summit will be held at Los Medanos College in the City of
Pittsburg this coming Saturday.

provision in existing law that specifies that a board of supervisors or a county road commissioner is not prohibited from
using alternative procedures governing county highway contracts, amends existing law which authorizes public projects
with a specified monetary threshold to be performed by the employees of the public agency and increases that authorization,
as recommended by the Legislation Committee.
