System Authority (EBRCSA) to purchase up to $3.0 million of EBRCSA 2011 Revenue Bonds,
Series B; APPROVE prepayment of the Contra Costa County share of remaining
system infrastructure costs in an amount not to exceed $1.8 million; AUTHORIZE the
appropriation of $4.26 million from the General Fund Reserve for Contingencies (Capital
Reserve) to fund the bond purchase and prepayment; and acting as the Governing Board of the
Contra Costa County Fire Protection District (CCCFPD), APPROVE prepayment of the District
share of remaining system infrastructure costs in an amount not exceed $560,000 and

Code Chapter 88-3, Wind Energy Conversion Systems, to revise certain standards including
setback, height, and noise requirements, as recommended by the County Planning Commission.

Supervisors Piepho and Mitchoff attended the 167th graduation ceremony of the Sheriff's
Academy, at which Supervisor Piepho was the keynote speaker;
Supervisor Glover announced the annual Youth Summit will be taking place April 16, 2011
at Los Medanos College from 8:00-3:00, there is no charge to attend.
Supervisor Uilkema attended the State of the College presentation at St. Mary's College on
March 31st.
