As the Governing Board of the Contra Costa County Redevelopment Agency, APPROVE
and AUTHORIZE the Redevelopment Director to execute a Project Agreement and Work
Program with Contra Costa County for the Downtown Rodeo Infrastructure Improvement
Program in the amount of $4.7 million with an effective date of September 27, 2010.
FISCAL IMPACT:
The project budget is $4.7 million dollars. No General Funds would be utilized. Rodeo
Redevelopment funds have been budgeted for this purpose.
BACKGROUND:
A key objective of the Rodeo Redevelopment Plan, and the AB1290 Implementation Plan
for Rodeo is to rehabilitate and upgrade public infrastructure in the Rodeo Downtown area.
The Redevelopment Agency (Agency) has budgeted $4.7 million for the Rodeo Downtown
Infrastructure Program. The County Public Works Department would be responsible for
identifying and installing infrastructure improvements that will help revitalize the
downtown Rodeo area.

The initial deliverable for the Program will include a

comprehensive infrastructure study which will identify a phasing plan for the proposed
infrastructure improvements, including cost estimates.
Following the approval of the phasing plan, Public Works will proceed to design and
construct the Phase 1 improvements.
Infrastructure improvements identified and proposed as part of this Study may include
missing or inadequate storm drainage facilities, street upgrades, utilities (sanitary sewer,
water, and PG&E), insufficient streetlights, and lack of Americans with Disabilities Act
(“ADA”) compliant curbs, gutters, and sidewalks.
HEALTH & SAFETY CODE SECTION 33445 FINDINGS
Pursuant to California Redevelopment Law, the Agency may fund public improvements
owned by another public agency with the consent of the Board of Supervisors, and if the
Board of Supervisors finds and determines that: (1) the public improvement will be of
benefit to the project area, (2) no other reasonable means of financining the public
improvement is avaliable to the community, and (3) the public improvement will assist in
the elemination of one or more blighting conditions inside the project area; and (4)
Agency assistance for the public improvement is consistent with the Agency's current
Implementation Plan. (Section 33445 of the Health & Safety Code).
The construction of the Rodeo Downtown infrastructure improvements will lead to the
renovation of one the oldest areas in Rodeo by providing much needed infrastructure
improvements identified and proposed as part of this program and may include missing
or inadequate storm drainage facilities, utilities (sanitary sewer, water, and PG&E),
insufficient streetlights, and lack of Americans with Disabilities Act (“ADA”) compliant
curbs, gutters, and sidewalks. The lack of adequate infrastructure in the downtown area
was identified in the Rodeo Downtown/Waterfront Specific Plan adopted in 1997.
The County Public Works Department has conducted an analysis of its financial
capability to fund the activities contemplated by the Public Improvement Agreement and
due to limited availability of general funds, the State's budget crisis, and the Couty Public
Works funding priorities, the County Public Works Department does not currently have
sufficient funds to pay for the costs of the design and construction of the infrastructure
improvements.
Improvements would stimulate future and expanded development of existing and under
utilized sites. The replacement and upgrade of obsolete, substandard or non-existent
infrastructure addresses a blighting condition identified in the adopted Rodeo
Redevelopment Plan.
The proposed infrastructure improvements were identified in and are consistent with the
AB 1290 Implementation Plan for Rodeo which is to rehabilitate and upgrade public
infrastructure in the Rodeo Downtown area.
CONSEQUENCE OF NEGATIVE ACTION:
If the project is not authorized, the proposed scope of work will not be able to be
accomplished and will reduce the Agency's ability to redevelop needed infrastructure
improvements.
