FISCAL IMPACT: None. BACKGROUND: Many schools throughout within county have experienced problems of chronic truancy and high rates of juvenile delinquency. For example, in 1995, more than 16 percent of the total West County Unified School District student body was designated chronically truant as a result of three or more consecutive unexcused absences. The District Attorney wishes to develop cost-effective diversion programs for young offenders to keep them from a life of crime. For example, San Francisco has a program called "Changing the Odds" to prevent youth offenders from becoming adult offenders. First time youth offenders coming out of the juvenile justice system are placed in internship programs, receiving skills training and individual and group mentoring. The PPC is interested in studying this issue with the District Attorney. CONSEQUENCE OF NEGATIVE ACTION: CHILDREN'S IMPACT STATEMENT: This Committee referral supports the following two community outcomes identified by the Board of Supervisors that place a priority on children's services: (1) Children Ready for and Succeeding in School; and (2) Children and Youth Healthy and Preparing for Productive Adulthood.
