APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the
Conservation and Development Department, a purchase order with Kinetics Mechanical
Service for the term of April 1, 2011 through March 31, 2012, in an amount not to exceed
$140,176 for the purchase of heating and air conditioning systems needed to provide home
weatherization services to low income residents throughout all of Contra Costa County.
This vendor was selected through a competitive bidding process, working closely with the
Purchasing Division of the General Services Department and following the county's
established procurement procedures.
FISCAL IMPACT:
None. All costs will be reimbursed by the US Department of Energy, Energy Efficiency
Conservation Block Grant, (EECBG). These costs may be funded in whole or in part by the
American Recovery and Reinvestment Act (ARRA).

Subject:Installation of Heating and Air Conditioning Systems
BACKGROUND:
This purchase order will enable DCD to enhance Weatherization Program services provided
to low-income households in Contra Costa County utilizing funding from the County's
Energy Efficiency and Conservation Block Grant (EECBG). The Weatherization Program
offers assistance to low-income households with measures to improve the energy efficiency
of their homes and lower monthly energy bills. This purchase order will enable the County
to access residential heating and air conditioning services to assist County residents.
CONSEQUENCE OF NEGATIVE ACTION:
The Weatherization Program will be incapable of securing the services of private
contractors used to perform specialized equipment installations and repair services. The
program will be incapable of meeting its obligations under the contract scope-of-work,
jeopardizing program funding.
CHILDREN'S IMPACT STATEMENT:
Many applicants are low income families with small children who request program
assistance due to building deterioration, and inoperable or defective gas fired water and
room heating appliances. Absent program assistance, children could be exposed to extreme
fluctuation in environmental conditions, increasing risk of health consequences, including
injury from damaged or defective gas fired appliances.
