Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract Amendment Agreement #25–042–17 with Greater Richmond
Inter-Faith Program, a non-profit corporation, effective March 1, 2011, to amend Contract
#25–042–16, to increase the payment limit by $235,433, from $1,614,603 to a new payment
limit of $1,850,036, with no change in the original term of July 1, 2010 through June 30,
2011.
FISCAL IMPACT:
This amendment is funded 37% by Federal funds, including Federal Emergency
Management Administration (FEMA), Department of Health and Human Services (DHHS)
- Housing and Urban Development (HUD), Emergency Shelter Grant (FESG), Veterans
Administration (VA), Substance Abuse/Mental Health Services Administration
(SAMHSA), Community Development Block Grants (CDBG), and Health Resources
Services Administration (HRSA); 41% by State funds, including Prop 63/Mental Health
Services Act (MHSA); 16% by Contra Costa County Agencies, including Contra Costa
Employment and Human Services Department, Housing Authority of Contra Costa County,
and Contra Costa Regional Medical Center; and 6% by Local Agencies, including Doctors

Hospital, Sutter Delta, and John Muir Medical Center. (No rate increase)
BACKGROUND:
On August 3, 2010, the Board of Supervisors approved Contract #25–042–16 with Greater
Richmond Inter-Faith Program for the period from July 1, 2010 through June 30, 2011, for
the provision of emergency shelter services.
Approval of Contract Amendment Agreement #25–042–17 will allow the Contractor to
provide additional services through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, County’s homeless clients will not receive respite
services.
