Approve and authorize the Purchasing Agent, on behalf of the Health Services Department,
to execute a Purchase Order with Direct Systems Support, in the amount of $1,117,107.47
for the UNIX based IBM server hardware necessary to support the EPIC electronic medical
record deployment within the Health Services Department.
FISCAL IMPACT:
100% Enterprise Fund I.
BACKGROUND:
This software will run nearly all aspects of clinical information flow, payment systems,
prescription ordering, and many other workflows. With the new EPIC application the
department is consolidating 14 lines of business applications into one application. Therefore
the uptime of this application is critical, as nearly 3,000 employees will be working with it.
The availability of the application must have a reliability of 99.999%. To meet that
requirement we have selected IBM Power 7 servers. These servers have built in redundancy
for processors, memory, power, and the interconnects. To meet the requirements of the
application, three of the servers must be purchased. Two will be placed in the data center

running the application while the third is placed in our disaster recovery site. Without this
purchase, the EMR project could sustain costly downtime, data loss, and loss of employee
productivity.
CONSEQUENCE OF NEGATIVE ACTION:
Without the aforementioned IBM servers, the EPIC software will have no systems to be
installed on. Purchasing with anything less than the configuration increases our risk and
vulnerability to a system outage. An outage of EPIC or delay of this purchase would
drastically affect our ability to deliver this project on time, and to sustain the required
redundancy and workload.
