APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to
execute a contract with the City of Clayton to provide Building Inspection Services, at
hourly rates specified in the proposed contract, for a three year term beginning April 1, 2011
and ending March 31, 2014.
FISCAL IMPACT:
The County’s cost of providing services will be offset by permit fees and other revenues
collected from property owners within the City of Clayton who receive services provided
by County staff.
BACKGROUND:
Contra Costa County had provided Building Inspection services to the City of Clayton since
the City incorporated in the 1960s. Through the Building Inspection Division of the
Department of Conservation and Development, the County acts as the City’s Building
Department, providing the full range of building inspection, plan checking, and code
enforcement services. DCD collects building permit fees and other revenues from permit
applicants and property owners as

BACKGROUND: (CONT'D)
compensation for the cost of providing these services. The proposed contact modifies the
existing contract between the County and the City so as to achieve consistency with the
County’s current contracting standards and to update the billing rates for services
provided by the County. The current Agreement with the City of Clayton does not
include billing rates for Code Enforcement services. This new contract includes County
billing rates that fully cover the Department of Conservation and Development's costs of
providing such services. County costs for plan check and inspection services will
continue to be paid for through the collection of building permit fees.
CONSEQUENCE OF NEGATIVE ACTION:
If the proposed contract is not approved, the County will not be able to adequately
recover its costs of providing Building Inspection services to the City of Clayton.
