ADOPT Position Adjustment Resolution No. 20910 to reallocate one Administrative
Services Assistant III (represented) position to the Personnel Services Assistant III
(unrepresented) classification and transfer the incumbent with this position, in the
Employment and Human Services Department Community Services Bureau.
FISCAL IMPACT:
There is no fiscal impact as both classifactions are within the same salary schedule
($5,371-6,529); therefore, there is no impact to the County's general fund budget nor to the
department's budget.
BACKGROUND:
Due to departmental reorganization, the Community Services Personnel Administrator has
assumed additional departmental responsibilities. This has created a need for specialized
assistance in the administration of personnel services within the Community Services
Bureau. The support needed includes responsibilities of operating personnel management
activities, bureau-wide performance management, analyzing positions and departmental
organization to determine appropriate

BACKGROUND: (CONT'D)
staffing levels, personnel utilization and classification relationships, maintaining liaison
with the County Human Resources Department staff in matters relating to personnel
administration, and conducting internal investigations.
Since these responsibilities and duties are specific to the personnel services unit and
similar to that of other Personnel Services Assitant III's in the department, it is appropriate
to reallocate the position into the Personnel Services Assistant III classification and
transfer the incumbent.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve this request will create a hardship on the Community Services Bureau
personnel unit; limiting personnel operations, such as position management of critical
funding driven positions. Inappropriate staffing levels and failure to meet mandated
teacher-to-child ratios in our preschool classrooms will jeopardize our federal and state
grants.
CHILDREN'S IMPACT STATEMENT:
The Employment and Human Services Department Community Services Bureau supports
three of Contra Costa County's community outcomes- Outcome 1: "Children Ready for
And Succeeding in School," Outcome 3: "Families that are Economically Self-sufficient,"
and Outcome 4: "Families that are Safe, Stable, and Nurturing." In order to meet these
outcomes, Community Services Bureau requires consistent personnel operations that
ensure appropriate staffing at all levels of the organization, including our comprehensive
services and child education and development programs, to deliver high-quality services
to the children and families of Contra Costa County.
