HomeMy WebLinkAboutMINUTES - 04122011 - C.30RECOMMENDATION(S): ADOPT Position Resolution No. 20808 to establish the classification of Medical Laboratory Technician (VJTC) (represented), allocate to the salary schedule at salary level QT5 1402 ($4218.91 - $5204.69) and add two (2) permanent full-time positions; cancel two (2) Clinical Laboratory Scientist II (VHVD) (represented) permanent part-time positions #9671 and #8931, at salary level QT5 1809 ($6406.96 - $7787.70), and cancel one (1) Clinical Laboratory Scientist I (VHWA) (represented) part-time position #9673 at salary level QT5 1763 ($6121.69) in the Health Services Department/Contra Costa Regional Medical Center. FISCAL IMPACT: There will be an annual cost savings of approximately $27,194, which will be utilized by the CCRMC/Laboratory Division. Clinical Laboratory Scientists are very scarce. There are only 330 licensed in the State of California. Current job market shows a growth in the demand for Medical Lab Technicians as a solution to laboratories in need of clinical laboratory professionals. In the past year, three Clinical Laboratory Scientists have retired, leaving the clinical laboratory with seven vacant positions, three full-time and four part-time. Recruitment for Clinical Lab Scientists has been open on a continuous basis to fill vacancies for the past 2 years without success. The Medical Laboratory Technician is considered a career path into the Clinical Lab Scientist series. Medical Lab Technicians require an Associates degree in chemical, physical, biological or clinical laborabory science, six months at an approved training program and on-the-job experience in order to be licensed. Under the supervision of a Clinical Laboratory Scientist, Medical Lab Techs can perform a variety of complex laboratory tests including collection and processing of specimens for hematology, chemistry, microbiology, urinalysis and coagulation testing. Additionally, they can be responsible for the technical accuracy of hematological, biochemical, serological, and coagulation tests. CONSEQUENCE OF NEGATIVE ACTION: If the Medical Laboratory Technician classification is not established, the CCRMC/Laboratory will continue to be understaffed in the Laboratory Division.
