APPROVE and AUTHORIZE the Fire Chief, or designee, of the Contra Costa County Fire
Protection District to accept the U.S. Department of Homeland Security FY 2010 Assistance
to Firefighters Grant, with the Federal Emergency Management Agency as fiscal agent, in
an amount not to exceed $414,240, for the purchase of SCBA air cylinders, wildland
firefighting boots, and CO/CO2 monitors.
FISCAL IMPACT:
The District will receive the equivalent of 80% (up to $414,240) of the total project cost
over a one-year period. A match equivalent to 20% (up to $103,560) of the total project cost
is required by the District. (80% Federal / 20% Special District Revenues)
BACKGROUND:
The primary goal of the Assistance to Firefighters Grants (AFG) is to meet the firefighting
and emergency response needs of fire agencies and non-affiliated emergency medical
service organizations. Since 2001, AFG has helped firefighters and other first responders to
obtain critically needed equipment, protective gear, emergency vehicles, training, and other
resources

needed to protect the public and emergency personnel from fire and related hazards.
This particular grant will provide funding for the following items.
1) Replacement of the District's inventory of SCBA air cylinders. There are 575 cylinders in
total, and the cost of each unit is $700. The air cylinders have a service life of 15 years and
were last replaced 13 and 14 years ago.
2) New purchase of 300 pairs of NFPA compliant wildland firefighting boots at a cost of
$400 per pair. With the exception of wildland firefighting boots, all of the personal
protective equipment issued by the District is NFPA compliant. Currently our firefighters
wear structural firefighting boots or regular duty tactical-style boots on wildland fires;
neither of which provide both the support and the fire resistant qualities needed for wildland
firefighting.
3) New purchase of ten integrating non-invasive monitors to detect CO and CO2. The cost
of each monitor is $5,500. The monitors are used in firefighting rehabilitation areas.
Rehabilitation is a vital part of the fire ground. It provides firefighters with immediate
medical attention, including rehydration, treatment for smoke inhalation, and prevention of
heat stroke and heart attack. These monitors provide a means of quickly and non-invasively
screening firefighters for hydration, overheating, respiratory distress, and poor perfusion;
thereby determining who can safely return to the fire line.
CONSEQUENCE OF NEGATIVE ACTION:
The District is funded primarily by property taxes and, therefore, has been particularly hard
hit by the housing market decline's impact on property tax revenue. Without this federal aid,
the District will either need to forego or delay purchasing the above-referenced equipment
or shift the funding for these expenditures from another area (for example, frontline service
reductions).
