Request county staff to review remodeling of the existing building at 50 Glacier Drive to serve as an Emergency Operating Center and construct a building addition of-4 , 000 s are feet to provide dispatch facilities for the Sheriff. i JJ OCA G , y 2. Schedule additional meeting of Finance Committee on Monday, February 4 , 1985 at 9: 30 a.m. to review staff findings on this proposal, on proposal now being prepared for use of the building for a contract operation for children' s purposes, and to further review financial aspects of all proposals brought to the Committee' s attention. BACKGROUND The Finance Committee met Monday, January 28, 1985 , to review the report of the County Administrator submitted to the Board on January 22 recommending that the vacant county building at 100 Glacier Drive, Martinez (former Children' s Shelter Building) be utilized as an Emergency Operating Center for the Office of Emergency Services, the Dispatch Center for the Sheriff, and office space for Emergency Medical Services, Sheriff' s Investigations and Sheriff' s Patrol Division. In attendance were representatives of Human Services Advisory Commission, the County Administrator's Office, the Social Service Department, Sheriff-Coroner' s Department, Emergency Medical Services, employee organizations and others concerned with either the proposed project or continued utilization of the building for children's programs. Representatives of the County Administrator' s Office explained the report of the County Administrator and noted that Phase I would involve a reloaction of Emergency Services and the Sheriff' s Dispatch Center to two sections of the former Children' s Shelter Building. Phase II would then involve relocation of Sheriff ' s Patrol and Investigations Divisions to the remaining section of the building and include a building addition and parking for Sheriff' s Patrol vehicles. The requirements of the Sheriff' s Department, Emergency Services and Emergency Medical Services were all reviewed and the urgency of a decision noted inasmuch as schematic drawings must be submitted to the Federal Emergency Management Agency by March 31, 1985 to assure availability of federal matching funds. They indicated that a revised program proposal is being developed under which the facility would be leased to a private contractor providing children' s services. Committee Chairwoman Supervisor Sunne McPeak expressed support for a compromise proposal under which the existing building at 50 Glacier Drive would be remodeled as the Emergency Operating Center and a building addition of 4, 000 square feet provided to accommodate Sheriff' s Dispatch so that these two operations are fully integrated.
