HomeMy WebLinkAboutMINUTES - 04122011 - C.05RECOMMENDATION(S): APPROVE the Road Surface Maintenance Access Agreements with Ironhouse Sanitary District and Reclamation District No. 830 and ACCEPT said documents in connection with the Jersey Island Road Project. AUTHORIZE the Chair, Board of Supervisors, to execute said Agreements on behalf of the County. APPROVE payment of $16,625.00 for application of the slurry seal performed by Reclamation District No. 830 in 2005, which the County agreed to pay half of the cost as provided for in the Reclamation District No. 830 Agreement, and AUTHORIZE the Auditor-Controller to issue a check in said amount payable to Reclamation District No. 830, 450 Walnut Meadows Drive, PO Box 1105, Oakley, CA 94561 to be forwarded to the Real Property Division for delivery. DIRECT the Real Property Division to have the above Agreements recorded in the Office of the County Recorder. Project No. 0676-6P1042 FISCAL IMPACT: The payment of $16,625.00 to Reclamation District No. 830 is funded 100% by the County Road Fund; Project No. 0676-6P1042. BACKGROUND: In the early 1980’s Reclamation District No. 830 raised the top of the levee covering the road with dirt in Jersey Island. The ferry users continued to use the top of the levee for access to the ferry even though it was not paved. There were complaints from the residents of Bethel Island related to the dust created by the vehicles being driven on the top of the levee. The levy was capped with a double chip seal road surface by the County in 1995 to control dust and to maintain a route of access to the ferry, the only means of access for County residents that live in Bradford Island and Webb Tract. Thereafter, County and Reclamation District No. 830 have attempted to finalize a Maintenance of Road Surface and Access Agreement, in which the County is responsible to maintain the road surface, and the Reclamation District No. 830 is responsible to maintain the levy. CONSEQUENCE OF NEGATIVE ACTION: The County would not have a Maintenance of Road Surface and Access Agreement and maintenance duties would not be defined. CHILDREN'S IMPACT STATEMENT: Not applicable.
