ADOPT Resolution No. 2011/138 proclaiming the existence of a local emergency related to storm damage within the
county.
FISCAL IMPACT:
The declaration of a local emergency and submittal of a resolution to the state will qualify county jurisdictions to
apply for emergency funding for storm damage repair.
BACKGROUND:
A landslide triggered by heavy rains rushed through a half-dozen San Pablo backyards on Thursday, March 24,
leaving fissures and moving debris and chunks of hillside. Homes affected by the landslide are in the 5900 block of
Wyman Street and the 5900 block of Hillcrest Road, according to the city. San Pablo City Manager R. Matt
Rodriguez issued the proclamation on Sunday citing conditions of "extreme peril", paving the way for relief from
the State Office of Emergency Services (Cal-EMA).

Subject:PROCLAMATION OF THE EXISTENCE OF A LOCAL EMERGENCY DUE TO STORM
DAMAGE
BACKGROUND: (CONT'D)
areas of the county, it is necessary for the County Board of Supervisors to adopt and sending to the state with ten days
a resolution proclaiming a local emergency and identifying the impacted areas.
County Ordinance Code section 42-2.302 empowers the County Administrator to proclaim the existence or
threatened existence of a local emergency if the board of supervisors is not in session. County Administrator David
Twa issued such a proclamation on March 28, 2011 concerning the City of San Pablo storm damage. Today's
resolution will ratify the March 28 action of the County Administrator and possibly broaden the areas identified as
having storm-related damage based on more current information, which is being continually received.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to file a resolution with Cal-EMA will prevent county jurisdictions from receiving state aid for disaster relief.
