As the Board of Supervisors, APPROVE AND AUTHORIZE the Public Works Director, or designee, to execute an
Amended and Restated Project Agreement and Work Program with the Contra Costa County Redevelopment
Agency to increase the payment limit from $185,000 to an amount not to exceed $330,000 and to extend the contract
period from February 1, 2009 to June 30, 2012, in order to incorporate the North Richmond Truck Route, 7th Street
Alignment Study. (100% Redevelopment Agency Bond proceeds.)
FISCAL IMPACT:
No impact on the General Fund. The Agency has budgeted redevelopment funds under the North Richmond
Redevelopment Project Area for fiscal year 2010-2011 for this purpose.
BACKGROUND:
In 2009 the Contra Costa County Redevelopment Agency (Agency) entered into a Project Agreement and Work
Program with Contra Costa County and its Public Works Department to perform a Precise

BACKGROUND: (CONT'D)
Alignment Study for a truck route along Soto Street in North Richmond. The purpose of the Agreement was to
develop a precise alignment for an alternative route for trucks to use traveling to and from the North Richmond
community. The outcome of the Soto Street Alignment Study concluded that the new roadway would create
significant adverse impacts to the Union Pacific Railroad, local business owners and San Pablo & Wildcat Creeks. As
a result, the Agency now wishes to enter into an Amended and Restated Project Agreement and Work Program to
explore the feasibility of developing a second alternative precise alignment using a 7th Street alignment. The
proposed 7th Street alignment would extend 7th Street from Market Ave. across Wildcat Creek north to Brookside
Drive. The proposed route continues east along Brookside Drive to the Union Pacific Railroad tracks, and then north
across San Pablo Creek to Parr Boulevard (Alternative A). Alternative B would connect to Parr Blvd using an
alignment west of an existing manufacturing business (APN #409-320-031). Both alternatives are included in this
amended agreement.
The estimated cost of this additional work is $145,000 and will result in a Final Report for completing the precise
route for the 7th Street Alignment. The original cost of the Soto Street Alignment was $185,000. Together, the
Agency’s total payment under this Amended and Restated Project Agreement and Work Program shall not exceed
$330,000. This new 7th Street Alignment will also be incorporated into the Environmental Impact Report for the
North Richmond Specific Plan, which calls for the transformation of over 200 acres of underutilized land into parks,
open space, residential housing, and commercial/retail uses.
CONSEQUENCE OF NEGATIVE ACTION:
Should the Agency not enter into an amended agreement for the 7th Street Alignment, the North Richmond
community will continue to be impacted by truck congestion and pollution in the residential neighborhood.

The project, if implemented, would provide significant safety and health benefits to residents, including children, in
the North Richmond community
